Women Supporting Women: CFUW-Ottawa Continues Historic Impact at Carleton University

On Thursday November 16^th 2023, CFUW-Ottawa was awarded the 2023 AFP Outstanding Philanthropic Group Award at the National Arts Centre. At a Gala event attended by 300 people, the members of the Scholarship Trust Fund and our President were featured and feted, along with 7 other recipients of AFP awards. CFUW-Ottawa was nominated by Carleton University and our award was sponsored by the University of Ottawa.

CFUW-OTTAWA RECEIVES TWO CFUW NATIONAL AWARDS

At the 2022-2023 CFUW National AGM in July our club received two awards.

We received a CFUW National - International Relations Award for the work of University Women Helping Afghan Women (UWHAW).

We also received a New Members Award from CFUW National. Clubs qualify if they have ‘10% New Members But Not 10% Membership Increase’. We had 20% new members!

Congratulations to all who played a role in us receiving each of the awards! Bravo!

We have wonderful news to share with our members!

The Ottawa Chapter of The Association of Fundraising Professionals (AFP) has awarded CFUW-Ottawa the Outstanding Philanthropic Group Award for 2023. We are deeply honoured to have been selected for this prestigious award from what we are sure was a powerful list of potential candidates. So much good work is being done here in Ottawa by so many!

As Helen Keller wisely observed, “alone we can do so little; together we can do so much.” Nowhere is this more true than with the success of our Scholarship Trust Fund (STF). Over the past four decades, so many members of our club have donated to this fund, while others have further made it their mandate to endow special scholarships. When we add to this the many successful fundraising events that have been held for the STF over the years, what we have managed to build together is a very strong and enduring foundation to help students pursue their dreams of higher education. We want to recognize all of the contributions made, and work done, by our members over many, many years, that have culminated in this award. To borrow from Sir Isaac Newton, if the STF sees further and accomplishes more today, it is because we stand on the shoulders of those who have gone before us.

We would like to take this opportunity to thank all of you for your donations, for your attendance at a fundraising event, for your participation in a silent auction, for your donation of a door prize, buying a ticket for a grab bag or a gift basket, and for buying a book or a treat at a bake sale. It is because of your generosity and unwavering support that our club is being recognized today! And of course a very special thank you and a hearty round of congratulations must go to Patricia Duffey and the STF Trustees, both past and present. Their dedication and thoughtful stewardship have ensured that the fund has thrived and grown over the years, and the reward for all of us is that the STF now has significant impact within our local institutions of higher education.

Finally, we would also like to take this opportunity to thank Erin Pickering for nominating CFUW-Ottawa for this award. We are both humbled and honoured by her desire to see us recognized in this way. Her support and enthusiasm for our program means a great deal to us, and the fact that both the University of Ottawa and Algonquin College also wrote on behalf of this nomination is deeply appreciated.

Congratulations to all and here’s to many more years of the STF helping deserving students reach their full potential through access to higher education!

Tackling the Environmental Crisis: Together We Can

In anticipation of Earth Day on April 22, the environmental interest groups of CFUW-Nepean, CFUW-Ottawa and CFUW-Kanata jointly hosted webinars on three successive Wednesday evenings in April, welcoming famous authors as guest-speakers:

Rebecca Prince-Ruiz on reducing single-use plastics (April 6 — https://www.youtube.com/watch?v=tqBUyCOKeNM );
Diana Beresford-Kroeger in conversation with Bill Steer of the Canada Ecology Centre on the key role of trees (April 13 — https://www.youtube.com/watch?v=ErPwncR17oI&t=1208s ) and
Seth Klein on mobilizing Canada for the climate crisis, who introduced Sabah Ibrahim speaking about the Ontario Climate Emergency Campaign (April 20 — https://www.youtube.com/watch?v=UAdgNwpY2BY)

The large number of registrants for the three-part series (568 different people, including guests from the USA, Australia and the Philippines) and the growing interest in the YouTube videos are evidence that there is an appetite for positive, action-oriented information. As a result of our project, CFUW-National, Ontario Council and BC Council joined the list of signatories publicly supporting the Ontario Climate Emergency Campaign. Individuals may sign up to participate in this as well.

The local CFUW organizing committee is hoping to build on the momentum of this webinar series and to move forward with additional constructive events in the future.

Graduate Women International (GWI) members from around the world were invited to take part in a peer-to-peer conversation on the nature of celebrations across cultures. “The lamp logo was designed by members of the Norwegian Federation for the Third Conference in Oslo in 1924. The delegates at that meeting adopted it as the permanent badge of IFUW. The original showed an antique lamp representing the light of learning on a blue background broken with the letters of IFUW. Around the central disc was an interlinked chain symbolising the bonds of friendship linking IFUW members throughout the world. Eventually the lamp came to be known as the lamp of friendship. It was later modernised and the chain was dropped.” Stacy Dry Lara.

To acknowledge and celebrate friendship and contribute to the “common good”
To acknowledge mothers and their strong influence on us
To provide an opportunity for social connections, networking, and activism

Perceptions related to Celebrations

Women’s role in planning and facilitating celebrations not always given the acknowledgement it should – they are the weavers of social fabric
Many celebrations involved food (that while in the past it was usually the women who were in the kitchen together preparing food there has been a shift (at least in Canada) with the preparation of food now being more of a shared experience)
Potential of “lip service” celebrations of International Women’s Day. Eg. Celebrate the day and women’s achievements but pay women less than men for equivalent work
While Israel is currently celebrating Independence Day and women in Israel participate fully in the life of the country, they are still fighting to be equal. Some of the Orthodox religious groups are more restrictive of women. Mother's Day has been replaced by Family Day.
Celebrations bringing us closer together by making us feel part of a group and special. .
Symbols like the lamp are meaningful for us, showing that we are part of a group and honouring the group. Colours, crests and logo can be used to impart special meaning.
Light (candles, lamps, fireworks) play an important role in many celebrations.

Potential Actions

Encourage participants to wear their “symbols” of membership in CFUW, GWI and NFA’s to future Peer to Peer Conversations
Explore options to breach language barriers through IT translation programs, and use of family and friends for international webinars.

Walking to Kabul -

for anyone or group who counts kilometers on foot, skis, or skates.

Starting on March 8, you can sign up for the Walk and we will track your group or your own kilometres travelled to make up a total on this Virtual Walk. The Netherlands NFA will also be participating, along with current and past members of our diplomatic conversation groups.

Note: 1 kilometre is approximately equal to 1,250 walking steps...Ü...Ü...Ü

The end of the Walk is April 24 when everyone is invited to a Webinar where Afghan women with close ties to the Afghan peace table will talk. Speakers are Dr. Sima Samar, activist and physician, former head of the Afghanistan Independent Human Rights Commission, Habiba Sarabi, one of only four women on the 42 member peace negotiating team, and Mary Akrima, Afghan Women’s Network.

Travel with members from around the world as we combine our kilometres on our way to Kabul from Ottawa. Travel routes, photos and reports will be shared regularly.

CFUW AGM in Winnipeg August 15-17, 2019

The theme of the 2019 National Annual General Meeting in Winnipeg, was 100 Years of CFUW—The Power of Women Working Together. Many Ottawa members participated to celebrate our 100^th anniversary. The Fort Garry Hotel, where the conference was held, was the very location at which representatives of the University Women’s Clubs of Canada had met to launch the CFUW in 1919. The speakers included Elizabeth May, leader of the Green Party. Other engaging speakers celebrated our work in advocacy and our history. We discussed building for the future as well. CFUW-Ottawa was honoured with an award for recruiting new members and received the International Relations Award for our April 2019 seminar, Empowerment Through Education: A Global Agenda for Women and Girls.

During the business session, important votes were taken. The Memorandum of Understanding (MoU) between the CFUW and GWI (see earlier News and Announcements item) was ratified by a large majority. 60% of votes cast were in favour of the “Winnipeg Motion” (which gave individuals a choice as to whether or not to pay fees for membership in GWI) and 40% voted against. Since this required a two-thirds majority, it was defeated. A vote to increase the dues for the CFUW by $6 per member was passed with a large majority. Notwithstanding the MoU, a vote to increase dues paid to GWI by $10 was defeated, with 160 voting for it and 169 against. This vote also required a two-thirds majority. The highlight of the AGM was the Friday night gala banquet at which “One Hundred CFUW Notable Women” from across the country were honoured; 68 of these were present in person. We were so proud to have many of our CFUW-Ottawa members honoured: Alice Bolt, Ann Denis, Margaret Haines, Fran Manning, Dorothy Phillips, Hally Siddons and Lizz Wilfert. Susan Russell from CFUW-Nepean and Marianne Wilkinson from CFUW-Kanata were also among the Notable Women. Alice Bolt also won one of the antique IFUW pins in the raffle. This was a good evening for us!

President’s Message

I am delighted to bring you news that the Memorandum of Understanding (MOU) developed by the CFUW and GWI negotiating teams has been signed, with terms favourable to CFUW, and is in effect until Dec. 31, 2022.

Background and Thanks

The Negotiating Team consisted of Joy Hurst, VP International and chair; Kathryn Wilkinson, Acting President and VP Education; Dominique Racanelli, VP Finance; Robin Jackson, CFUW Executive Director: and myself, Grace Hollett, as National President. With Board approval, CFUW initiated negotiations, to address areas of concern between our two organizations, to agree on specific areas of collaboration, and to re-negotiate the dues formula and payment terms for CFUW. Due diligence by all has produced results and I thank the teams on both sides who acted in a spirit of collaboration and good faith. I thank, also, the CFUW Board whose considerable input helped bring us to a satisfactory conclusion, CFUW office staff for research, and you the Club members who exercised admirable patience in waiting for news of negotiations.

The MOU indicates the willingness of both parties to collaborate and strengthen cooperation, to recognize existing problems and to set up a plan for dealing with them and, subject to its termination provisions, to be legally bound by the terms of this Agreement.

Areas of Collaboration Include

Member Relations: CFUW proposed and GWI accepted that we will collaborate on developing and testing an electronic platform for National Federation and Association's (NFA) dialogue and consultation to provide opportunities for the exchange of ideas, discussion on leading or emerging practices and access to presentations by an international pool of subject matter experts. Additionally, GWI will convene a committee with representatives from all GWI regional areas to facilitate ongoing discussion and foster understanding among regional groups about regional priorities and issues of common interest.
Global Advocacy for Women and Girls; CFUW will continue to support GWI’s Education Advocacy agenda for Women and Girls by sharing CFUW research on selected issues within CFUW’s areas of focus and will also support written statements prepared by GWI for presentation to UN bodies when they also reflect the interests and areas of focus for CFUW. GWI will collaborate with CFUW to increase our international advocacy footprint with UN agencies where GWI has onsite representation or partnership relationship and these relate to CFUW interests.
Projects: Together we will review Bina Roy projects and decide which could be scaled up, to continue beyond their one-year funding period.
Communications and Promotion: Agreement was reached on promotion of publications and information in a timely manner.
Membership: GWI will share its recruitment model and knowledge base with CFUW.
Financial Management and Sharing Information: GWI has agreed to full transparency by providing quarterly financial statements within 30 days, publishing their accounting standards, providing annual budgets, timely updates on partnerships/alliances, and freeing the Canadian Assistant GWI treasurer to speak openly to the CFUW Board on GWI financial issues. We welcome this commitment to a fuller accountability.

Reduction of CFUW’s Dues to GWI

Prior to July 16^th and the signing of the MOU, CFUW had an unpaid balance for 2018 and 2019 relating to the CHF 6 per capita increase.
With the signing if the MOU, GWI agreed to receive the unpaid balances of our uncollected dues in two forms, 1. in-kind services/collaborative work, and 2. financial payment. The details for each of 2018 and 2019 are as follows:

For 2018, CFUW’s total increase in dues was CHF 48,564 based on 8094 members. GWI and CFUW have agreed to value CFUW’s in- kind services at CHF 23,465. CFUW owed GWI a payment of CHF 25,099. Of this amount, GWI has already received CHF 13,306.50. For 2018, CFUW owes GWI a payment of CHF 11,792. A zero-balance invoice will be provided to CFUW when this payment is made.
For 2019, CFUW’s total increase in dues is CHF 45,546 based on 7591 members. CFUW’s in-kind services are valued at CHF 22,014. CFUW owes GWI a payment of CHF 23,532. A zero-balance invoice will be provided to CFUW when this payment is made placing CFUW in good standing with voting privileges at the 2019 GWI Triennium

Arrangements have been made to pay on July 19^th the difference between the amount owing and the amount being credited for in-kind services (i.e. the discount). Following from the two bulleted paragraphs above for 2018 and 2019, this calculates to CHF 23, 532 + CHF 11,792, totaling CHF 35,324 or CAD $ 49,454 if the exchange rate is 1.4. Note that, as a GWI member CFUW was assessed dues and this debt must be paid eventually. As long as CFUW is a GWI member dues will be assessed. This opportunity for a reduced payment is to CFUW’s advantage. Without the amount being reduced paying the full amount was quite problematic. With the payment, CFUW maintains its voting privileges at the GWI Triennial, but this was not the reason for paying the debt.

In order to fully resolve the outstanding amount remaining unpaid from the 2018 and 2019 years the board voted in support of a “one-time only” use of approximately CDN $49,454 from our unrestricted reserve, contingent on GWI signing the agreement on the reduced amount.

Although using the CFUW unrestricted reserve at a precarious time is not ideal, the CFUW board recognizes the financial obligation attached to GWI membership. Carrying an unpaid balance for another year would not be recommended business practice.

Additionally, this reduced payment plan continues to the end of the 2022 dues cycle.

GWI has agreed to review its dues model, and also its voting structure to ensure an appropriately enhanced reflection of CFUW’s membership numbers. Reporting back on those issues must be done at least 6 months before the 2022 GWI General Assembly (GA).

Future actions

The identified collaborative activities will be summarized by documentation and managed by a project management approach with specific deliverables, timeframes and articulated responsibilities. Agreement on oversight, modification of the MOU, dispute resolution and events leading to termination of the agreement has been reached.

What has not been solved?

1. The constitutional requirement of CFUW’s membership in GWI (CFUW Article 4) and GWI’s definition of membership for the purposes of dues calculation (Articles II.1 and X.3 of the GWI Constitution), were part of the discussions but constitutional changes were beyond the mandate of the Negotiation Committees and consequently the constitutional relationship between CFUW and GWI remains unchanged. These constitutional issues must be resolved prior to the end of this agreement, December 31, 2022.

2. GWI Dues for 2020
Dominique Racanelli, in her role as VP Finance, thanks all who contributed to the voluntary payments, an updated copy of which will be posted, and alerts you to the following:
“The January 2020 invoice we will receive from GWI will again be assessed at 21. 5 CHF per capita. In spring 2019, CFUW collected dues from Clubs at the defined rate of CHF 15.5 due to the fact that at the CFUW June 2018 AGM, CFUW members once again rejected a dues increase. Although the MOU will again provide CFUW a discount to the full 2020 invoice, this credit will not be enough to cover the anticipated invoice. We do not know the shortfall as it depends on membership numbers at December 31, 2019, but estimate it at approximately CHF 23,535 or CAD $32,950 at a 1.4 exchange rate.

If the proposed GWI dues increase is accepted by the membership at our August AGM, the increase will be collected to meet the 2021 GWI invoice, not the 2020 payment.”

She estimates that “on average more than 300 women hours were provided by individual members of the Negotiating Committee and the CFUW Executive Director for research, analysis and written recommendations provided to GWI,” with well in excess of this being expended by the chair and president. She further reiterates “This consultative work was well received by GWI and assessed at in-kind value in the amount of CHF 23,465 for the year 2018 and CHF 22,014 for year 2019”

Ms. Racanelli states relative to the projected dues for 2020, “At this point we need to ask and must depend on CFUW membership to provide a new solution.”

Conclusion:

The Negotiating Team is pleased that this period of negotiations has concluded. We realize, however, that much remains to be done to activate some of the MOU provisions. We look to you to help find a solution to additional funds needed for the 2020 GWI dues.
Importantly, we need to ensure financial stability of CFUW as a national organization

Topic: A New Opportunity; The Newly formed CFUW Canada GWI Club

Background
Sometimes a new structure is needed in order to achieve goals. In strategizing on how to manage CFUW’s membership in GWI and help heal the divide that exists over GWI membership, the CFUW Negotiating Team brought to the Board meeting of April 11^th a proposal to establish a Club to provide a platform for members who wish to actively support, collaborate with, and raise the visibility of GWI within CFUW. Those members would build a new relationship with GWI for the next decades.

The Negotiating team worked with a committee headed by our Parliamentarian, Elizabeth Haynes, and subsequently a subcommittee of Joy Hurst, Elizabeth Haynes and I, evaluated alternate forums and concluded that a virtual Club structure would work best. Meanwhile another subcommittee of current and past By-law chairs drafted bylaws that conform with the CFUW bylaws, the Canadian Not-For-Profit Corporations Act and the Ontario Corporations Act. The ten charter members of this new Club have chosen to make the new club their primary club and continue as dual members of their local clubs. The CFUW club naming convention prescribed in the CFUW bylaws requires new clubs to adopt a name that conforms to CFUW (geographic location), therefore the new club has adopted CFUW Canada GWI as its name.  At the May 9^th Board meeting the new Club was granted its charter.

Purpose
The purpose of the CFUW Canada GWI is to raise GWI’s visibility within CFUW and support CFUW’s efforts to work collaboratively with GWI. It will operate regardless of the outcome at AGM 2019 of the Winnipeg motion to accept GWI per capita dues only from members who wish to support GWI.

You are referred to the one-pager below which gives additional details.

During my recent visits to Councils and Clubs across Canada, negotiations were discussed in general and the formation of the new Club was introduced. FAQ

1. Q. Is this creating a separate organization for GWI Supporters?
A. No. CFUW Canada GWI is a chartered club of CFUW, like any other club. It will operate much like local clubs do. It may create hubs, interest groups and/or study groups or undertake club initiatives focused either on CFUW or GWI.

2. Q. What is the purpose of CFUW Canada GWI?
A. Members of CFUW Canada GWI share an interest in the activities and programs of GWI. CFUW
Canada GWI provides an opportunity to become actively involved with CFUW members across the country who share this interest.

3. Q: Will the home club be involved in any GWI votes?
A. Yes, as they are now.

4. Q: What if someone supports GWI but does not want to join CFUW Canada GWI?
A. There is no requirement to join CFUW Canada GWI. Members of CFUW can continue to pay their GWI component of CFUW dues in the clubs they currently belong to.

5. Q: What is the structure of the club.
A. CFUW Canada GWI is comprised of members who pay their CFUW dues through the club (primary members) and members who pay their CFUW dues through another club (dual members). Members’ rights are the same for primary and dual members. All members of the club have an equal voice on matters brought to the floor of club meetings. Voting allocation at CFUW meetings (AGM or Special General Meetings) is based on the number of primary members—one for each 25 members or major portion thereof up to 200 members; one for each
50 members thereafter. Club leadership is through a non-traditional board—a 5-member planning committee. Positions on the planning committee are: CFUW/GWI Liaison, Membership Coordinator, Treasurer, Communications Coordinator and Member-at-Large.

6. Q: How will CFUW Canada GWI handle dues.
A. In most clubs, dues have several components such as CFUW dues, Provincial Council dues, Club dues and contributions to club scholarship funds. CFUW Canada GWI dues have 3 components: Club dues, GWI dues as established by GWI, and CFUW dues (the CFUW rate minus the amount allocated for GWI dues in the national budget). Primary members will pay all 3 components.
Dual members will pay the club dues and a top-up between what CFUW collects for GWI and the actual GWI per capita amount.

7. Q: If I am a primary member of CFUW Canada GWI and a dual member at a local club, will my local club receive any dues?
A. You will pay your local club its local dues and any other club levies (e.g. provincial dues, scholarship donations).

8. Q: How will any votes concerning GWI matters work?
A. There is no change to voting allocations on any matters brought before the CFUW membership.
Each club is allocated 1 vote for each 25 primary members up to 200 and 1 vote for each 50 primary members thereafter.

Greetings CFUW Members,

It has been a pleasure during the period since March 24^th to meet with you at Regional and Provincial Councils and at Club events. I thank you for your welcome and your generous hospitality!

At those meetings we discussed current CFUW issues and I encouraged members to send the Board any additional questions and comments and the purpose of this correspondence is to provide response and commentary to those inquiries that were of a financial nature. The financial responses were written primarily by the VP Finance and her committee and received input from the Board.

I am asking Club Presidents to please forward this full correspondence to all their members.

Member Question #1. The Winnipeg Motion failed at the CFUW 2018 AGM. Why is it being presented again?

A failed motion can be renewed at any subsequent meeting session. See RONR 11^th ed., p. 337, ll.22-27n

Member Question #2. Timing: The three motions were sent to members at the last possible moment under our by-laws and regulations. This allowed only 15 days for members to have discussions, research, evaluate and consider the motions and suggest possible amendments. This was totally inadequate.

Our national Parliamentarian advises the following:
All 3 motions are subject to amendment on the floor of the AGM.

Amendments must be germane—that is related to the topic of the motion.
Amendments must be within the scope of the notice.
Amendments that are in order include:
1. A motion to amend Clause 1 of the Winnipeg motion to a number that is between $48 and $55.
2. A motion to amend Clause 2 related to payment of GWI dues.
3. A motion to amend Clause 3 related to collection of CFUW dues.
4. A motion to amend Finance Motion number one to an amount that is between $0 and $6.
5. A motion to amend Finance Motion number two to an amount that is between $0 and $10.
A motion to Separate the Winnipeg Motion is in order on the floor of the AGM.

All clubs still have the means to call a special meeting prior to the August AGM.

Member Question #3. Many members are not clear on what we owe GWI. What is the amount?

At the end of each fiscal year, following an audit, and as part of our AGM documentation, CFUW provides full financial reporting in the Annual Finance book. In addition, following our Board meetings, monthly financial reports are posted on CFUW members website.This is part of our mandate for full financial transparency. Prior to the start of our negotiation discussion with GWI, the outstanding balance owed to GWI, (which represents the uncollected portion of dues). Balance for 2018 ~$50,544 CDN, Balance for 2019 $63,764 CDN , For a total of $114,208 CDN. All money collected for GWI, in dues, donations and voluntary dues have been forwarded to GWI.

Member Question #4. Article 4 in the CFUW Bylaws states we are members of GWI, and therefore obligated to pay the GWI dues. Why do we have this outstanding debt?

The unpaid balance represents the uncollected dues.The GWI Debt payable amount stated in the financial booklet is the amount the CFUW Membership owes. Payments for GWi dues are derived from a defined portion of the CFUW $70 fees we collect. The defined portion remains 15.5CHF and will remain so until the CFUW voting body agrees to increase it. The 2nd motion the finance committee submitted for approval at our 2019, ($10 for GWI) once again tries to bring parity to what GWI invoices us and what we can pay them. The CFUW Board is guided by the 2/3 majority vote when it comes to financial motions. Until such time as the voting body approves the parallel amount, we are bound to 15.5CHF.

Member Question #5. Why were the financial motions separated?

Full transparency and additional clarity was the goal in putting forth 2 motions.
CFUW cannot pay what we haven’t collected for GWI dues. We must bring parity to what our members pay for GWI dues and what GWI invoices us. ( 15.5 CHF vs 21.5CHF). The second financial motion tries to highlight that.

The Article and Bylaws Chair as well as our Parliamentarian confirmed both motions were in order.

Member Question #6. We understand that negotiations between CFUW and GWI are still ongoing after 10 months but members have had no reports on their progress. Why?

Negotiations are normally confidential until full agreement is reached and both parties agree to full disclosure.

Member Question #7. CFUW dues increases occurred regularly in the past with the most recent being in 2013. That year dues increased by $10 of which $3.00 was to cover an expected dues increase by IFUW (now GWI). The IFUW dues increase did not occur and instead of putting the IFUW funds into trust for future, did CFUW use the funds for other purposes?

The 2012 CFUW AGM minutes do not substantiate this claim.The rationale of the dues motion presented by then VP Carole Hare, also does not support this claim. We are attaching the 2012 CFUW AGM Minutes to this bulletin.

Member Question #8. Please provide a full accounting history of just what CFUW has collected to cover GWI payments.

The Annual Audited Financial reports have provided this information. The records are on our website.

Additional information:

When a CFUW dues increase is proposed it is based on 1)the cost of operating CFUW, 2) the IFUW/GWI per capita amount in Swiss francs and 3) the annual exchange rate at the time of the proposal.

History of CFUW dues increase:

In 2005 CFUW adopted that dues be increased by $5 for each of the next 3 years. Included was an increase in IFUW dues to 15.5CHF (Swiss Francs). At time of adoption, the exchange rate was 0.96 CHF to $1 CAD (Canadian Dollar).Implemented in 2006. CFUW dues of $60 began in 2009.
Adopted in 2012 and implemented in 2014, that CFUW increase dues by $10. At time of adoption the exchange rate was 1.11 CHF to $1 CAD. As stated earlier, the rational for increase did not include the expectation of an IFUW dues increase.Then CFUW VP Finance Carol Hare stated that the proposed increase was related to fluctuations in the Swiss Franc, the cost of relocating the CFUW national office and other unanticipated expenses.

Explanation of the the actual cost to CFUW. GWI dues collected vs. GWI dues paid

Fluctuations in the exchange rat, mean that the amount paid for GWI per Capita Dues generally exceeds the amount collected. From 2012-2018, the total combined shortfall between dues collected and dues paid, totaled more than $200,000 CAD. CFUW Dues are established based on the amount required to cover CFUW expenses and GWI dues, based on the cost of living and the exchange rate for the year the dues amount are adopted. The collection basis for the GWI dues remains the same until the next dues increase regardless of the exchange rate at the time the dues are paid. Annual shortfalls between the amount of GWI dues collected and those paid out have been absorbed in the CFUW operating budget.

In other words, the CFUW operating budget has been subsidizing the unfavorable currency fluctuations. These shortfalls are over and above the shortfalls caused by the implementation of a 6CHF increase to GWI dues that took effect on January 1, 2018.

Member Question #9. How is the GWI fee portion handled by National when collected?

Each fiscal year 100% of what CFUW collects from CFUW members for GWI is sent to GWI. This includes voluntary dues sent to us by a few clubs, as well as donations by individual members. Again, all financial information is provided in the annual audited financial booklets.The annual finance reports can be found on our website. Each club also receives a copy each year as part of the AGM package. This provides full transparency. We post our monthly financial reports on our website as well.

Member Question #10. Why do we have an outstanding debt?

Payments for GWI dues are derived from a defined portion of the Cfuw $70 fees we collect. The defined portion remains 15.5CHF and will remain so until the voting body agrees to increase it. The problem has been that since GWI increased their dues by 6CHF for a total of 21.5CHF, CFUW has not received the mandate from its members to collect the difference. The CFUW board is guided by the 2/3 majority vote when it comes to financial motions. Until such time the voting body approves the parallel amount, we are bound to pay 15.5CHF per capita, even though GWI has invoiced us 21.5CHF per capita for 2018 and 2019.

Member Question #11. Why did CFUW set up a Revenue Generating Committee

The overall financial outlook of CFUW has weakened over the years. The main reasons are:
1.decreased membership
2.our investments do not bring in the type of interests we enjoyed during boom market years
3. the shortfall caused by currency fluctuations demonstrated in the graph
in #8)
4. we have failed to keep up with inflation

New sources of income are needed if CFUW is to maintain its
current national programs, services and advocacy role. In
addition, we are taking into consideration that even if the motion
to increase the GWI dues passes, this will only bring parity for
GWI dues moving forward. Additional income is needed to clear the
past debt.

Member Question #12. Last year CFUW asked clubs to send in voluntary dues for GWI. Was that successful?

CFUW did not ask Clubs to do that. CFUW responded to a request from a member that the office be authorized to forward to GWI any voluntary funds from members. 10 clubs participated and CFUW was able to collect 15% of the outstanding debt. All was sent to GWI.

Member Question #13. Why are we not using our restricted reserve to clear the debt?

The CFUW board members take our fiduciary responsibility very seriously and we will continue to adhere to the financial standards, rules, and recommendations regarding restricted reserves.

The restricted reserve is $237,000 which reflects the minimum amount that “net assets” should not go below to ensure the organization can meet future obligations and cover expenses should the organization have to shut down or in case it has an emergency, such as a catastrophic fire.

Member Question #14. What about using our unrestricted amount?

CFUW presented a deficit budget last year, and will again for the 2019-2020 fiscal year. In addition The centennial AGM is proving to be more expensive than originally budgeted. This will greatly affect our unrestricted reserve.

Member Question #15. What order will the motions be presented in Winnipeg?
The order of the motions will be
1. The Winnipeg motion
2. The 6$ increase for CFUW motion
3. The $10 increase for GWI

Should the Winnipeg motion fail, we proceed to vote on the 2 Finance motions:

Should the Winnipeg motion pass, there will be no need to vote on the 2 finance motions because the Winnipeg motion incorporates the $6 increase by stating the CFUW fee will be $55, which is $6 over what you are paying now for CFUW. In addition, it says those who wish to pay the GWI fee will do so at the current GWI due, which is 21.5CHF.

Presently of the $70 CFUW dues only 15.5 CHF is defined for GWI. So again, the Winnipeg motions incorporate an increase.

Commission on the Status of Women (CSW) 63

Hally Siddons once again had the privilege to attend the Commission on the Status of Women at the United Nations in New York, this year as a member of the CFUW Delegation. The seventeen member delegation was ably led by Joy Hurst, VP International Relations, working with Grace Hollett, CFUW National President. The CFUW delegates came from across the country. Nothing seems to prepare one for the hectic pace and breadth of the week but each day was truly new and exciting. Click here to read Hally's full report.

Carleton University Leadership in Philanthropy Award

On November 29, 2018, CFUW-Ottawa had the honour of receiving the Carleton University Leadership in Philanthropy Award, which is presented annually to an individual or organization who has had a significant impact on the University. The University noted that it is proud of the partnership that the Canadian Federation of University Women-Ottawa has with Carleton University and that our leadership and generosity will continue to support generations of Carleton students and is an inspiration to many.

Each year we award $15,500 in scholarships to students attending Carleton and over the years we have given over $330,000 in scholarships to Carleton students.

As part of the CFUW centenary year celebrations, CFUW National has notified us that each Club will be allowed to give one “Sage Award” to the member in the Club who has the longest number of years as a member in CFUW. This has to be someone who is a current member of our Ottawa Club, but we are allowed to calculate collective years, in other words years spent in other CFUW Clubs also count for the calculation. The recipient of this award will be given a pin and a certificate (provided by CFUW National) at our Ottawa AGM in May. If you think you might be the Sage or can suggest a candidate, please let our Membership Administrator Carol Hinde know at membership@cfuw-ottawa.org.

I bring you greetings close to the commemoration of Armistice Day, a period when the world looked forward eagerly to an end to war, and women thought of organizations that could help forge a lasting peace. CFUW and GWI were both formed in the aftermath of World War I and continue to work for peace and enlightenment. When in Winnipeg recently, Sandy Millen and I dropped in at the café of Mennonite University after our outing with the UWC Winnipeg members and I picked up a pin with the caption "to remember is to work for peace”. Our members continue to work for peace.

CFUW’s 100^th Anniversary AGM 2019 Winnipeg August 14-17

The official opening of the AGM will start at 5:00pm on Thursday August 15 followed by a day called Celebrating CFUW’s History and Future and culminating in the gala banquet on Friday night. The Business meeting agenda has been drafted and will start mid-afternoon on Friday and continue on Saturday, August 17 to complete all agenda items. with the adjournment scheduled for 4:00pm. I am pleased to announce that our Parliamentarian, Elizabeth Haynes has been appointed and is working with us.
Tours have been planned by the Local Arrangements Committee (LAC) from Tuesday, August 13 to Sunday August 18. Details are being finalized at Winnipeg and will be posted on the website. If you haven’t decided about attending yet, check out the Museum of Human Rights and that may convince you to come to Winnipeg!
Additionally, the Board, Regional Directors and Standing Committee Chairs who are not on the Board will meet on Wednesday evening August 14 and all morning and early afternoon of Thursday August 15.

A Special event is being planned for the Notable Women on Thursday prior to the official opening. A lunch meeting for Club Presidents, will be held on Friday and the Charitable Trust breakfast will be on Saturday. Watch for information on the Boutique! Check here for AGM 2019 information.

Inviting Clubs to host AGM 2020

CFUW is looking for a Club to host the 2020 AGM and Conference!
At the Board meeting on November 6,it was decided that CFUW will hold a face-to-face meeting on years which start a new biennium which is when Board and RD elections are held. To set up this sequence we will have a face-to face AGM and Conference in 2020 and every second year from then. Electronic AGMs will be held in the alternate years. (Face-to-face in 2020, 2022, 2024 etc. and electronic in 2021, 2023, 2025 etc.). This year we have a face-to-face 100^th Anniversary AGM.

On the recommendation of the 100^th Anniversary Committee the Board passed a motion setting up a SAGE award to be given by each Club to the current member of that Club who has the longest period of CFUW membership. These women will be honoured with a silver pin and certificate from National Office to be presented locally by the individual participating Clubs.

To calculate a member’s length of service with CFUW, the length of time she has been a member of her current home Club and any other Clubs in which she has been a member are added. Periods of dual membership are counted once only. The recipient must be a current member. The membership time does not have to be continuous, i.e. there may be years when she was not a member so those years are not included in the calculation of total years. Information on the awards will be part of the toolkit which is being prepared for the 100^th Anniversary for distribution to Clubs.

Finances

A message from the Finance Committee begins “One of the most difficult concepts to understand in accounting is any item in the “equity” or “net asset” section of an organization’s balance sheet, also known as the Statement of Financial Position. Although the “net assets” reported on April 30, 2018 audited statements (copied below) are $520,378, CFUW’s financial position is precarious and another $70,000 is needed to stabilize the financial outlook”

The financial report “Actuals to Budget” was received by the Board and is being posted to the website. It shows that income and expenses are as expected for this time in the fiscal year.

CFUW delegates to the United Nations Commission on the Status of Women (UNCSW63)

CFUW has announced the names of the 20 members who applied and have been selected to attend as CFUW delegates in March 2019 at New York. I appreciate that in addition to the VP International and the President who receive some funding in carrying out their duties at the UNCSW, 18 members are self-funded for this event. The theme is Social protection systems, access to public services and sustainable infrastructure for gender equality and the empowerment of women and girls. The review theme is Women’s empowerment and the link to sustainable development. As ambassadors for CFUW, the delegation will network with other Canadians and women from all over the world, particularly our international partners; will explore multinational policy development, innovations, and best practices related to services for women.

CFUW has prepared a written statement called “Promoting Gender Equality through Quality Public Education Systems and Services”. The statement focuses on tackling the systemic barriers in accessing education for women and girls and ensuring safe and non-discriminatory learning environments. Negotiating Team

The CFUW Negotiating team is progressing with its mandate, has done some research, and very soon will be presenting a negotiating package to the CFUW Board. Both sides, GWI and CFUW, have exchanged their Terms of Reference and the names of the members of each team and look forward to working amicably towards a solution to our differences.

GWI Triennial

At the July 2019 GWI Triennial, themed Peace Through Education, two women from each NFA will be acknowledged as having made noteworthy contributions towards the mission and vision of IFUW/GWI. The International Relations Committee recommended and the Board approved two members Linda Souter and Phyllis Scott. You may read about those outstanding women in the Past Presidents’ Biographies.

Visits to Clubs this Fall

My visits to Clubs continues with so far this fall having met with Atlantic Clubs in Wolfville, followed by visits with Janet Wilwerth to Pictou, Charlottetown, Moncton, Halifax and Dartmouth. In Ontario, I met with representatives of the 13 Ontario North Clubs and their Regional Director at a Talk it out workshop in Toronto. In Winnipeg I met with four groups of UWC Winnipeg in addition to meetings with LAC Chair Sandy Millen, and a tour of Winnipeg and the Fort Gary with Patricia and Howard Elliot as we checked out some of the sites where the LAC will be arranging tours. Belleville was a delightful visit , and next weekend I will be in Quebec attending the Quebec council followed by a train ride to Ottawa for the Child Care Lobby and visits to events at the Clubs of Ottawa, Nepean and Kanata. Thankfully my travelling office (laptop and cell phone) accompany me!

The 63rd Session of the United Nations Commission on the Status of Women (UNCSW) will take place in New York City from March 11 to March 22, 2019. As preparations get underway both in Canada and abroad for the meeting, we would appreciate your assistance in the nomination of candidates from women’s and other civil society organizations (CSOs) to serve as members of the official Canadian delegation.

Status of Women Canada has a long-standing commitment to increasing the participation of women’s and other civil society organizations in the international policy process, as well as assisting groups in building on their knowledge and understanding of the structures and operational processes of the United Nations and other multilateral organizations. Since the Fourth World Conference of Women in 1995, civil society organization representatives have been invited to serve on Canadian delegations to international meetings, including the UNCSW and numerous other ministerial meetings on women.

The priority theme of the UNCSW in 2019 is social protection systems, access to public services, and sustainable infrastructure for gender equality and the empowerment of women and girls. The Commission will also evaluate progress in the implementation of the agreed conclusions from its 60th session on the theme of women’s empowerment and the link to sustainable development.

President’s Message

Report on Board Decisions

I wish to thank all the members and clubs who have contacted the Board, or me personally, with your thoughts and concerns on many CFUW issues. The Board is considering these and other related issues carefully.

We are acutely aware of our role and duty in the sustainability of a strong and vibrant CFUW as well as the obligations we have to adhere to the hierarchy of applicable governing documents: the Canada Not-for Profit Corporations Act; CFUW Articles and Bylaws; Rules of Order—both Special Rules of Order (CFUW Administrative Policy and Procedure as recorded in administrative books 1 and 2) and those in our parliamentary authority Roberts Rules of Order Newly Revised (RONR).

The Board has been conducting most meetings by conference call, normally meeting in person during an AGM only. Since this year’s AGM was electronic, the face-to-face meeting to give was held September 14-15. This gave Board members who will be working closely with each other over the next two years an opportunity to meet, to deal with CFUW business, and continue Board in-servicing. This message reports on decisions made at that meeting, at a follow up Special Meeting held by conference call September 21, as well as a related revenue generating decision of September 1.

In summary, these Board decisions are: to have a major membership drive; to form a CFUW/ GWI Negotiating Committee; to make an advance payment of 45000 Swiss Francs as partial payment of the 2019 collected GWI dues; and to form a Revenue Generating Committee,

Additional information on each item is provided below.

Item 1. Membership Campaign

The Board passed a motion from the VP Membership, Lynne Kent, on behalf of the Membership Committee “that CFUW undertake a 100^th Anniversary Membership Recruitment Campaign”

This celebratory membership campaign will be the main focus of the Membership Committee this year as they strategize to increase membership by at least 500 by the end of 2019. This campaign aims to expand awareness of CFUW and publicize the value of membership in CFUW while adding a more diverse base to our current membership. The theme for the drive has a strong emphasis on CFUW’s 100^thAnniversary. The Membership Committee is well into planning for this venture and will be contacting Clubs shortly. Item 2. CFUW /GWI Negotiation Committee

The Board realizes that among the membership there are varying opinions about the CFUW/GWI relationship. CFUW is, however, a member of GWI with membership obligations. We appreciate your patience as we plan for a comprehensive strategy to strengthen CFUW and as we embark on negotiations with GWI to bring resolution to the issues that exist between CFUW and GWI.

The Terms of Reference for CFUW’s committee have been approved by the CFUW Board. Both CFUW and GWI desire to resolve the situation. CFUW’s VP International, Joy Hurst, will officially notify GWI of the of the formation of the Negotiating Committee’s formation after you have been sent this update. It is hoped that matters will proceed favourably between the two parties. Click here to read the Terms of Reference for the Negotiating Committee.

Item 3. Payments to GWI

The following amended motion passed at the Special Board Meeting of September 21:

Motion “To pay the amount of CHF 45000, with the understanding that this is a partial payment of collected 2019 dues at the rate of 15.5 Swiss francs per member and that this will be communicated as such to GWI.”

The CHF 45000 will be paid from dues collected already from CFUW members for payment of the 2019 dues. This motion was made in good faith and will provide GWI some funding from a long-standing member NFA. We have made payments in advance at various times in the past. It is, however not a payment for the amount of CHF 39677 (Swiss Francs) on the GWI invoice for unpaid dues of 2018, an amount not approved for payment by the membership.

Item 4. Revenue Generating Committee

On September 1, an electronic vote was held to consider forming a Revenue Generating Committee. The motion from the Finance Committee passed and was ratified at the September 15 Board meeting. This initiative is designed to increase CFUW’s finances over and above the funds received through members’ dues. A successful Membership Drive noted in Item 1 above would increase revenue through dues from additional members. On June 18, 2018 CFUW announced its award winners for the 2017-2018 season. CFUW-Ottawa is among the Special Project Award Winners:

CFUW Ottawa, CFUW Nepean and CFUW Kanata
Title of Project: International Women’s Day 2018 Dessert and Drama

The CFUW Clubs of Ottawa, Nepean and Kanata presented a highly successful afternoon of drama and Victorian tea on March 10. Enthusiastic actors gave us a fresh look at how Canada was formed from the point of view of the women in the lives of the Fathers of Confederation in Joan Conrod’s play Women Vote Indirect. The actors were either members of the clubs or their relatives. The tea was delicious and the drama great fun.
The profits from the event have been divided equally among the three clubs which in turn are giving them to women’s charities of their choice.
The event was a networking opportunity, but it also involved lifelong learning, the advancement of women and fundraising. We were also able to highlight some women in Canadian history.

President's Message

The Election and the New Board
Thank you for re-electing me to be CFUW President for the 2018-2020 Biennium. When nominated by CFUW St. John’s I realized that if another candidate were nominated I must be prepared for any outcome and so I thought for a moment of the many interesting projects that I would get back to should I not be continuing as President. Those ideas disappeared quickly when I heard the results of the election for President being announced at the AGM! I have started back to work as your full-time CFUW President and I appreciate the many emails from across Canada welcoming me back; they have been a joy and inspiration to read!

Congratulations to the other members of the Board who are now in position for the 2018-2020 Biennium. Some are returning to their former positions while other new members ran in uncontested elections and one won in a contested position. Their names and positions were all listed in the AGM report from National Office. The two vacant positions will be filled and will be announced following the first Board meeting. Madeline Kalbach, your former VP Membership, was gracious in her acceptance of the results and quickly passing on to me information of value to the new committee as she continues her other CFUW involvement and her many fascinating professional interests. Board, RDs and Committee chairs normally pass on to their successors any information of value in the turn-over process. To Cheryl Hayles and Saode Savary who also ran in contested positions and are not on the 2018-2020 Board I wish you well.

Your new CFUW Board will meet in July by conference call and will be followed by a face-to-face meeting in September as planned and budgeted. The July agenda, in addition to dealing with the two vacant Board positions, will involve Board training on CFUW financials, governing internal and external documents, and parliamentary procedure; approval of committee members, and the usual business of the initial Board meeting in a new Biennium. The matter of the dues still owing to GWI will be addressed. I have contacted Geeta Desai, GWI President and requested a further extension to August 10^th of the deadline for the dues payment. The reason for this is there is no VP Finance in place and June 30^th did not give a reasonable time for the new Board to meet. Ms. Desai agreed readily to my request.

2018 AGM
Many thanks to our members who learnt a new way to conduct an AGM and participated in the 2018 Virtual AGM held last Saturday, June 23^rd. It was fascinating to be part of this process that started over a year ago when it was proposed to hold a virtual AGM as a cost-saving measure at both the national and club levels. National office staff are commended on their work with the two companies that enabled the meeting process and the voting. Staff also designed and providing training sessions for members. On your behalf I thank Executive Director, Robin Jackson; Member Engagement Coordinator, Jenna Smith; Advocacy Coordinator Genevieve de Breyne-Gaynon; Fellowships Program Manager, Betty Dunlop, and Ryszard Kowaiski, Bookkeeper and software developer who ensured that the meeting ran well and the voting was conducted according to CFUW standards.

As President for the 2016-2018 Biennium it was my responsibility to chair the AGM and this was shared with Katherine Wilkinson, Acting President. Advising us was Elizabeth Haynes, Parliamentarian. At various points on the agenda, we were joined in person by Helen Sami, VP Finance to present the Financial items, Wilma Clapham to present the Nominations Report, and Myra Willis to present the proposed changes for Articles and Bylaws. Teresa Habs joined online to present the Resolutions and to see them all accepted. The financial motions were accepted (with one budget amendment) except for the Winnipeg Motion and the Dues Motion, both requiring a 2/3 vote but receiving 61% and 65.8% respectively. Consequently, there was no agreed change to the status of CFUW membership in GWI but neither was the membership in agreement to increasing CFUW dues to cover the GWI dues increase or increased CFUW inflationary costs. Information on the Articles and Bylaws motions and details of the Advocacy Resolutions were presented in the Club Action Newsletter of June 28^th. The debate, motions, proposed amendments, comments and questions coming in over the telephone and chat lines worked well once we got started and some initial items taken care of. Emails from individual members and the AGM evaluation survey will give us more information to improve this process.

Thanks Related to the 2016-2018 Biennium
Those thanks would normally have been done at the AGM had we not run out of time despite the extensions of 45 and 10 minutes. I have already thanked the staff at National Office in the AGM 2018 section above and I wish to acknowledge their enormous contribution to CFUW throughout the whole Biennium.

I would like to acknowledge, the members of our CFUW Clubs who meet together in friendship to carry out the aims of the organization. The more than 8000 energetic, dedicated members who join CFUW for various reasons, become more enthused and involved and stay to enjoy the fellowship while working to promote education, human rights for all, and particularly the advancement of equality for women and girls through advocacy, (including the provision of scholarships), example, and community outreach. I am sorry to have seen the closure of Clubs this year but recognize that some clubs were not viable, and hope that those members become part of the Members at Large group or, where possible, join another Club. It was exciting to see a new Club formed in Quebec and plans to revive the Club in Regina gain momentum.

It is my great pleasure to thank the Board members of the 2016-2018 Biennium: For this past year; Ruth Mellor, Bilkies McKen, Sandy Thompson, Dominique Racanelli, Janet Willwerth, Helen Sami, Cheryl Ambrose, Madeline Kalbach, Cheryl Hayles, Kathryn Wilkinson, and the three invited guests at Board meetings: Parliamentarian Elizabeth Haynes whom you heard in action at the AGM; Myra Willis Chair of Articles and Bylaws; and Barbara Clancy, Chair of the Regional Directors’ Group. I also wish to thank Past President Karen Dunnett, Brenda Robertson and Sharon Crabb who served on the Board for part of the 2016-2017 year.

My thanks as well to the many regional leaders particularly the Regional Directors whose local, regional and national duties help Clubs move the CFUW programs forward. I thank Barbara Clancy chair, and the RDs of this past year; Barbara DuMoulin, Beryl Matthewson, Maureen Fotos, Dale Wilkie, Margaret Hendry, Patricia Elliot, Christine Tworo, Isobel Boyle, Heather Foss, Patricia Joyce, Mary Partington, Judy Gay, Jane Cowell-Poitras, Debbie Christiansen-Stowe, Jean Fisher who took over when Sharon Crabb moved another position, Eleanor Palmer who took over when Janet Willwerth moved to another position, and Heather Huestis. Not all positions have been filled yet and an announcement of this important group and their new chair will be made shortly.

I express my gratitude and thanks to all leaders and members of our Standing Committees, Special Committees and their Sub-Committees as well as our Study Groups and Special Appointments. The Committees of 2016-2018, each operating under its Terms of Reference, were most productive and I thank them for their intense effort on behalf of CFUW. Committees for 2018-2020 are being constituted and the expressions of interest returned by members are being forwarded to committee chairs.

In closing, I must express also a heartfelt thank-you to the many Clubs and members who contacted me after the death of my husband on May 16^th; it was most appreciated. Let us go forward with renewed interest and energy to build CFUW, retain our current members, and inspire others to join; to solve existing problems and continue to fulfill the mission of CFUW as we enter our 100^th year of involvement in advocating for education, human rights, and equality for women and girls.

United Nations Commission on the Status of Women 62

Hally Siddons was once again one of a 20 strong delegation from Graduate Women International to the United Nations Commission on the Status of Women 62 in New York in March 2018. Members were ably lead by GWI President, Geeta Desai, GWI VP, Louise McLeod, and the 4 GWI UN Reps in New York. There was a mix of most interesting and inspiring women from Nigeria, Australia, Zimbabwe, New Zealand, Mexico, South Africa, and USA. There were over 10,000 registered attendees from around the world for the ten day session. It was an exciting and invigorating time as delegates discussed global issues and this year’s priority theme, achieving gender equality and the empowerment of rural women and girls. The days and evenings were packed with multiple events at the UN, side events, parallel sessions off site, and special invitations to Permanent Missions.

President’s Message

Greetings from your CFUW National Board! As you prepare to celebrate International Women’s Day on March 8^th and generally continue with your very rewarding Club programs I wish to draw your attention to several items of CFUW business of importance to all of us.

1. Nominations for National President, National Board, and Regional Directors: Nominations are continuing to be forwarded to the Nominations chair Wilma Clapham (claphamwilma@bell.net). Please note that this process ends on February 28, 2018. All nominations must be received by Wilma Clapham, by 12, midnight Eastern Standard time, February 28^th in order to be processed by the Nominations Committee and listed on the website. The nomination forms and the nomination process can be found at the following links. Any additional nominations from Clubs will be presented from the floor at the 2018 AGM.

2. Financial Motions
Two financial motions have been received for AGM 2018 being held on June 23^rd. Your consideration of those along with your Club’s study of the proposed Resolutions and proposed By Law changes will be part of your initial preparation for AGM 2018.

CFUW Dues Increase Motion: The motion from the Finance Committee to the Board is for a per capita increase of $11.00 to be considered at AGM 2018. The Board is forwarding this motion to Clubs for your study as you prepare for the AGM. We ask you to read carefully the background information prepared by the Finance Committee.
CFUW Winnipeg Motion: A financial motion for AGM 2018 has been received from CFUW Winnipeg. This motion deals with differentiated CFUW dues for members who wish or do not wish to pay GWI dues. The Club has prepared background information for your consideration.

3. Voluntary Payment of the GWI Dues Increase:
Voluntary payments of the GWI $8.40 dues increase have started to arrive at National Office. Although the deadline is not until April 30^th payments may be sent in at any time before April 30^th to be processed. Some Clubs are collecting from individual members, others had already raised their fees in anticipation of a dues increase and plan to use some of that money, while others are planning to use excess Club funds. Those decisions are, of course, the prerogative of individual Clubs.

4. AGM 2018
Preparations for the first CFUW electronic AGM on June 23^rd are progressing. A series of advisories will be forwarded to Clubs to help you with your planning for full participation in this AGM. We are able to set up for the AGM at National Office and plan a morning and afternoon session of two hours each. If extra time is needed we can take a short break and resume for an additional 30 minutes or so.

CFUW and GWI Votes on Proposed Amended GWI Fee Increase

Important information regarding the number of eligible GWI votes:

Eligible to vote were 33 NFAs and 7 members of the GWI Board.
The weighted votes per NFA is: CFUW (10 votes) , Turkey (6), Switzerland (4), India (4), Australia (3), New Zealand (3), Japan (3), Ireland (2), Austria (2), Britain (2), Nigeria (2). This totals at 41 votes, The other 22 NFAs had one vote each. This calculates at 41 + 22 or 63 votes and when added to the 7 GWI Board votes gives a possible 70 votes. The results show 69 votes cast.

On April 20 a special meeting of CFUW-Ottawa was held to provide local CFUW members with information concerning the three motions to be voted on by our club at our AGM on May 9 and subsequently at the CFUW National AGM in Richmond BC in June. Report on the Commission on the Status of Women 61 - United Nations, New York March 13-24

Hally Siddons was one of a 20-strong delegation from Graduate Women International to the United Nations NGO Commission on the Status of Women – CSW61 in New York. They were ably led by GWI President, Geeta Desai and were a mix of most interesting and inspiring members from Australia, Canada, the Congo, Egypt, Mexico, the Netherlands, New Zealand, Nigeria, South Africa, Turkey, Uganda, and the USA. It was an exciting and invigorating time as they discussed global issues among themselves and with many others from around the world. The days and evenings were packed with multiple events at the United Nations, side events, parallel sessions off site, and special invitations to Permanent Missions.

There will be a detailed report going out about the GWI conference in September. Here is some preliminary information about the dues deliberations and voting results.

Like us, many NFAs (National Federations and Affiliates) felt the 35 CHF (Swiss Francs) increase in dues effective immediately, was too difficult to do. Several proposals came to the floor and after much discussion, the assembly voted in favour of an increase of 10 CHF in 2017, 6 CHF in 2018 and 6 CHF in 2019. There is no change in the dues formula for NFAs.

The formal report requested at our AGM in St. Catharines will outline the implications for CFUW.

Geeta Desai, Graduate Women USA, was elected as president of GWI for the next triennium. We give our thanks to Cheryl Hayles for her standing as a candidate. She represented us well in her speech and her answers to questions posed.

Lastly, two of our three amendments to the amendments were passed.

This is just a quick update and of course more details will come after the conference.

Dr. Ruth Bell, who died on Dec. 16, 2015, will be missed by her many friends in CFUW-Ottawa. She was a life member of the Club, a generous supporter of our Scholarship Trust Fund, and active in many capacities over the years.

Her obituary was published in the Ottawa Citizen from Dec. 19 to 21, 2015 and in The Globe and Mail on Dec. 19 and is found online at http://www.legacy.com/obituaries/ottawacitizen/obituary.aspx?pid=176956406 . A tribute to Ruth also appears in the February 2016 issue of the Carillon.

Dr. Bell was CFUW National President from 1973 to 1976. She was made Member of the Order of Canada in 1981 and received an honorary degree from Carleton University in 1984. She also received two Canada 125 medals.

Ruth was instrumental in setting up the CFUW Charitable Trust and held the title of CFUW Archivist Emeritas. She was involved in a number of IFUW conferences and served on IFUW committees.

Ruth was very active in volunteer work and was a board member of many groups such as UNESCO, the Canadian Association for Adult Education, YWCA, International Year of the Child Committee, Canadian Committee for Learning Opportunities for Women, Forum for Young Canadians, Royal Ottawa Hospital, Nepean Public Library, and the Ontario Educational Communications Authority."

IFUW has changed it's name!

The former International Federation of University Women ( IFUW) has changed it's name to Graduate Women International ( GWI). The new name includes women with university degrees, and also welcomes members with different postsecondary education qualifications. We all share the vision and commitment to ensuring that every girl in the world can achieve education beyond primary school.

Empowerment Party, Ottawa garden reception helps young Afghan women

Physician and human rights activist Dr. Sima Samar was the guest of honour at “Voices of Afghanistan,” a reception held June 18 at the home of Hugh and Hally Siddons to raise scholarship funds for the Gawharshad Institute for Higher Education in Kabul. Hally leads a study group of the Canadian Federation of University Women in Ottawa that has been contributing to these essential scholarships for four years, organizing a Musical Lunch each April at the NAC as well as this annual garden party.

Gawharshad prepares young men and women, studying as equals in a spirit of tolerance and dedication, to take a leadership role in a future Afghanistan.
Dr. Samar’s long term vision is one of equality for all. She told her audience at the reception that every child has the right to live with dignity, explaining that empowerment means having the right to decide one’s destiny, to have control over what to wear, what to do, what to be and how many children to have.
Gawharshad’s Empowerment Centre chooses girls from deprived backgrounds and gives them an opportunity for further education in political science, law, engineering or economics. These girls are highly motivated because they have surmounted enormous cultural and financial barriers to complete their high school education. As a result, more than 30 per cent of Gawharshad students are women. Students from all regions and ethnic groups attend the institute and, unusually, the classes are coed.
Dr. Samar not only founded the Gawharshad Institute but is also chair of the Afghan Independent Human Rights Commission. She spent many years developing schools and clinics in Pakistani camps where so many Afghans sought refuge, and in Afghanistan itself. She longs for Afghan women to know and demand their rights, to take a role in the running of the country and to be at the peace table. Among many honours and awards, Dr. Samar is an Honorary Officer of the Order of Canada, holds an honorary doctorate from Carleton University and has been a nominee for the Nobel Peace Prize.
The participation at the reception of Sham Lall Bathija, the recently appointed Afghanistan ambassador to Canada, along with Laila Ayan, first secretary at the embassy, Flora MacDonald, former minister for Foreign Affairs, who continues to work for humanitarian causes in Afghanistan, and William Crosbie, former Canadian ambassador to Afghanistan, was warmly appreciated by Dr. Samar and her Canadian friends and supporters. Several young Afghans or students with connections to Afghanistan attended as well.
Besides wine and gourmet treats among the roses, guests bid for a weekend at the Claremount Inn and Spa in Prince Edward County and an Afghan inspired print in a silent auction. Afghan girls learn exquisite embroidery and examples of their work were also for sale. Guests were treated to henna hand painting by two Ridgemont High School students who had collected funds to present to Dr. Samar.
Born in Canada, these girls share an Afghan heritage and know the barriers to education for Afghan girls. Freshta Mohseni and Sahar Amedi have baked and sold cupcakes, painted hands for donations and prepared an Afghan meal for 80 teachers, all to raise funds for their counterparts in Afghanistan.
Although this was a brief private visit, Dr. Samar also met with staff at the Department of Foreign Affairs, Trade and Development and spoke at the University of Ottawa

New Summer Social Group

The CFUW-Ottawa Board recently approved a new Summer Social Club proposed by Clea Derwent. She is looking for like-minded members who feel stranded when CFUW-Ottawa and just about everything else closes down for the summer. Activities would depend on the interests of those involved, but could include a book club, a weekly coffee get together, walking, National Gallery visits, outdoor cinema, etc., etc.

CFUW-Ottawa Delegation (UWHAW) to speak at United Nations

UNCSW - the United Nations Commission on the Status of Women (UNCSW) is scheduled from March 10 - 24th in New York City. We will have a CFUW delegation of about fourteen attendees, both CFUW members and several members of Women Graduates-USA who will join us. The theme for this 58th Session of the CSW is "Challenges and achievements in the implementation of the Millennium Development Goals for women and girls." CFUW will be presenting a workshop or parallel session with Women Graduates-USA, titled "Universal Primary Education by 2020: In Peril for Afghan Girls?" led by Hally Siddons and Leila Metcalf of CFUW Ottawa. CFUW is also preparing to submit an oral statement on the theme to read into the record at UNCSW. The delegate team will be working with other Canadian women's groups, the IFUW delegation, and others, on the advocacy front, attending as many formal sessions, side events, and parallel sessions as possible, and we will be reporting back to Clubs on the experience.

Amendments for CFUW-Ottawa Constitution and Bylaws

Proposed changes to the membership sections of the CFUW-Ottawa Constitution and Bylaws to bring them into conformity with recent changes to the Articles and Bylaws of CFUW were approved by the CFUW-Ottawa board in January. These proposed amendments were presented to the membership for information purposes at the February General Meeting. These amendments will be on the agenda at the AGM in May.

Monday December 10th is Human Rights Day

Human Rights Day is observed by the international community every year on 10 December. It commemorates the day in 1948 the United Nations General Assembly adopted the
Universal Declaration of Human Rights. The formal inception of Human Rights Day dates from 1950, after the Assembly passed resolution 423 (V) inviting all States and interested organizations to adopt 10 December of each year as Human Rights Day.

When the General Assembly adopted the Declaration, with 48 states in favor and eight abstentions, it was proclaimed as a "common standard of achievement for all peoples and all nations", towards which individuals and societies should "strive by progressive measures, national and international, to secure their universal and effective recognition and observance". Although the Declaration with its broad range of political, civil, social, cultural and economic rights is not a binding document, it inspired more than 60 human rights instruments which together constitute an international standard of human rights. Today the general consent of all United Nations Member States on the basic Human Rights laid down in the Declaration makes it even stronger and emphasizes the relevance of Human Rights in our daily lives.

CFUW believes that education is a right as asserted in the Universal Declaration of Human Rights (UN - 1948) and the International Covenant on Economic, Social and Cultural Rights (UN - 1966). We seek to strengthen equitable access to education on a national and global level by advocating for the removal of social, economic, and political barriers to education for all people. Over the years our advocacy efforts have focused on a wide range of educational concerns, such as: early learning and childcare, first nations education, gender balanced curricula, civic education, post-secondary education, English/French as a Second Language services, resources and supports for students with disabilities.

An explanation of the CFUW Resolutions Process is found on this website under Resolutions.

On February 2, 2012 six proposed resolutions were sent to all CFUW clubs for review. See Proposed_resolutions_booklet_for_amendments.pdf for the full text of all six resolutions, together with instructions for the review process. The proposed resolution for this year:

1. Retention of Women in Skilled Trades and Non-Traditional Occupations (CFUW Barrie & District, Ont.)

2. The Inclusion of Women and Gender Sensitive Approaches in Efforts to Mitigate and Adapt to Climate Change (CFUW Halifax, N.S.)

3. Moratorium on the Construction of Industrial Wind Turbine Developments (CFUW Kincardine, Ont.)

4. Toward a Mental Health Strategy For Canada (CFUW Oakville, Ont.)

5. Full Accessibility and Barrier-free Environments for People with Disabilities (CFUW Ottawa, Ont.)

6. Ensuring Food Security in Canada (CFUW Richmond, B.C.)

Every CFUW club is asked review each resolution and send their recommendations (acceptance, amendments, or even rejection) to the National Resolutions Committee by May 1. The authors of the resolution will then consider the recommendations and finalize their resolution for submission to the CFUW AGM in Victoria in June.

For CFUW-Ottawa:

We'll need a ad hoc review committee for each Resolution. Each committee will present their recommendations at our annual "Resolutions" General meeting on Monday, April 2 for our members to vote and decide on CFUW-Ottawa's response.

If a Resolution topic interests you and if you'd like to learn more about the issue, to share your expertise and experience, and to contribute to CFUW advocacy for solutions - please consider joining fellow members on a review committee. Committees will meet during February and March to prepare their recommendations.

Those of us who have contributed to these discussions and reviews in past years have found them to be a rewarding way to participate in one of CFUW's most important functions and to get to know fellow members with similar interests.

2012 PROPOSED BYLAW CHANGES FOR CFUW-OTTAWA

The 2012 CFUW-Ottawa Proposed Bylaws reflect changes which were approved by the CFUW and CFUW-Ottawa membership between 2009 and 2012. They are posted on the website and, for those without internet access, will be forwarded by mail. The membership will have an opportunity to vote on them at the February 6, 2012 meeting.

Since these Bylaws contain only membership approved items, no substantive changes will be permitted. The 2009 CFUW-Ottawa Constitution and Bylaws is a lengthy document with or without the 2012 previously approved changes. Therefore, the hard copy for those who require copies delivered by mail will contain only the proposed changes. The online presentation and the February 6 Power Point presentation will show the previous wording and the changes.

A quorum (10% of the membership) is required to make the vote legal. Please plan to attend and cast your vote. If you wish to have a hard copy of the bylaw changes at the meeting, please print a copy and bring it to the meeting.

IFUW Introductions Abroad

CFUW’s International Relations Committee assists CFUW members travelling to a country that is an affiliate of IFUW to meet federated members in the host country. To start the process, download the form Request for Introduction of CFUW Members Travelling Abroad from the CFUW website’s CFUW Resources section at www.cfuw.org/forms_38.html or from the CFUW-Ottawa website’s Club Documents in the Member-only section.

Members from the host country decide whether they wish to proceed with an introduction. The CFUW International Relations Committee requires six weeks notice to complete the arrangements.
